What eTendersNI is
eTendersNI (etendersni.gov.uk) is the electronic tendering portal used by the Northern Ireland public sector. It is provided through Construction and Procurement Delivery (CPD), the central procurement function within the NI Department of Finance. Contracting bodies publish opportunities on it, suppliers register and express interest, and tender documents, clarifications and submissions are handled inside the portal rather than by email.
It sits alongside the other UK national portals. Scotland has Public Contracts Scotland, Wales has Sell2Wales, and England and the UK-wide notices run through Contracts Finder and Find a Tender. Higher-value NI contracts are usually also published on Find a Tender, but the lower-value and more local work often appears on eTendersNI only, which is why suppliers targeting NI need to watch it directly.
Who publishes on eTendersNI
The portal is used across the NI public sector rather than by one department. Buyers you will commonly see include:
| Buyer type | Examples of what they tender |
|---|---|
| NI government departments and their agencies | Professional services, IT, consultancy, construction, estates |
| CPD on behalf of departments | Centralised and collaborative contracts covering several bodies |
| District councils | Grounds maintenance, leisure, waste, local construction, events |
| Health and social care trusts and related bodies | Clinical supplies, facilities, care services, equipment |
| Education bodies | School maintenance, transport, catering, ICT, training |
| Other arm’s-length bodies | Housing, transport, policing, utilities-related work |
Because CPD runs much procurement centrally, a single notice may cover several client organisations, so read the scope carefully.
Registering as a supplier
Registration is free. You create a supplier account, add your organisation details and nominate users who can see notices and work on responses. Register the legal entity that will sign the contract, add more than one user so clarifications are not missed when someone is on leave, and keep contact details current because portal messages go to the registered addresses.
Accounts on Public Contracts Scotland or Sell2Wales do not carry over. The workflow is similar, but you need to register on each portal separately.
Setting up CPV-based alerts
Like the other national portals, eTendersNI lets you subscribe to notifications based on Common Procurement Vocabulary (CPV) codes. You pick the codes that describe what you sell and the portal emails you when a matching notice is published.
CPV alerts are useful but blunt. Buyers do not always choose codes the way suppliers would, so a facilities contract might be coded under construction. Select the broad parent codes as well as the specific ones, review what arrives, and tighten over time. If you want to see how portal emails compare with a managed feed, the tender alert emails comparison covers the trade-offs.
Expressing interest and submitting
The typical flow is:
- Find the notice and read the summary, deadline and any clarification cut-off.
- Express interest. This unlocks the documents and adds you to the distribution list for clarifications and amendments.
- Download the pack and raise questions through portal messaging before the clarification deadline. Buyer answers are usually shared with all interested suppliers.
- Complete the response inside the portal: questionnaire sections online plus uploads such as method statements, pricing schedules and certificates.
- Submit before the deadline. Submissions are timestamped and late responses are generally not accepted, so leave margin for large uploads.
Tips for GB suppliers bidding into Northern Ireland
Suppliers based in England, Scotland or Wales win NI work regularly, but a few things are worth thinking through before you bid:
- Delivery and presence. Many NI contracts involve on-site work. Say plainly how you will mobilise, whether through local staff, a partner or a travel plan, and cost it honestly.
- Supply chain. If goods are involved, account for shipping to NI and any paperwork that currently applies to moving your products there. Check the present position rather than assuming.
- Social value. Commitments that relate to the area the contract serves carry more weight than generic national ones.
- Legal and insurance. Contract terms are under NI law. Your insurer and contract reviewer should know this before you sign.
If you are building a bid function for this, the SME bid teams page covers how small teams structure the work.
How TendersAutopilot covers eTendersNI
TendersAutopilot scans eTendersNI daily, alongside Find a Tender, Contracts Finder, Public Contracts Scotland, Sell2Wales and Crown Commercial Service and NHS frameworks. Notices that appear in more than one place, such as an NI contract published on both eTendersNI and Find a Tender, are de-duplicated so you see one record with one deadline.
Each tender is scored against your company profile: the services you offer, your CPV codes, the regions you cover, contract size and the certifications you hold. An NI notice that fits is surfaced whether or not the buyer chose the CPV code you expected, and one outside your reach is pushed down.
When you decide to bid, the AI drafting works from your own bid library, so your past NI or GB submissions, case studies and policies become the source material. It does not invent claims, and a person on your team always reviews and submits through the portal. Deadline tracking with Slack, Teams or email alerts covers the clarification cut-off as well as the submission date.
TendersAutopilot is pre-launch. The waitlist is free and there is a 14-day trial at launch, with plans starting from £199 a month. See pricing or the FAQ for details, or email hello@tendersautopilot.co.uk.
